what shall we play next?

I know I haven't been on here for a long time, but I need help, please!
As you may know, we re-homed a LH weimaraner about 20 months ago. Towards humans, he's lovely, but he is agressive towards most other dogs, and hates cats. He's getting better with dogs - I can work him around other dogs, and we simply never let him loose outside a secure area, so that he is under control. Cats - well, he tries to chase them all. Today I found out what he wants to do to them...
He caught one of our neighbour's cats in our secure garden. We'd let him out for a pee, and then ran out, as we heard cat-yowling. He'd caught the cat by the pelvis, and was shaking it. He would not drop, I couldn't pressure-point his jaw open, so I picked up his back legs until he released. Husband took dog in, I wrapped injured cat in towel, and took it to neighbour. Back looked broken, pelvis had no shape.
I feel so sick. In UK, I know that I am not responsible if the cat is on my property. I don't know what the law is here in Belgium. Obviously, we will pay the euthanasia cost. The irony is the cat has never been to a vet before.
If someone could let me know where I stand legally in Belgium that would be great. Also, a little insight on what the "unwritten" law is - how people will view the incident, us, and our dogs.

I'm sorry Sian, but I know nothing about Belgium laws. Sad thing this has happened. I so hope a cat will never enter my garden.....
