The KC standard has been updated to include reference to an undocked tail.
There are very few undocked specimens in the showring.
My first bitch had a tail and qualified for Crufts first time out coming 2nd in a class of 18 under a German breed specialist in 1996.

Now that is rational, clubs spend tons of $$$ (also coming from individual donations) and time and effort to provide stuff for shows, and exhibitors just bin it. Maybe the organizers shouldn't bother at all then.
